Giocoso is released under the terms of the GNU General Public License version 2. One of the terms of that licence is that a copy of the licence must be made available to any user that requests one. The Administration menu Option 5 simply displays the text of the licence in the less utility, thereby ensuring compliance with that licence requirement. Tap the letter 'q' to quit the document when you're done with it: control will be returned to the Administration menu.
